Management Committee

The Richmond Career Education and Employment Academy (RCEEA) will be administered and managed by a management committee established by the Code of Virginia 22.1-212.6.  The Management Committee is responsible for overseeing and maintaining RCEEA’s mission.


Chairperson - Christine Muse

Gayle Brown - ICC, RCEEA                                                                                    Ms. Brown Gayle is a proud graduate of Hampton University and Grand Canyon University, earning a Bachelor of Science in Psychology and a Master's Degree in Special Education with a specialty in cross categorical English Language Learners from Grand Canyon University, respectively. Ms. Brown is currently the Instructional and Compliance Coordinator (ICC) at RCEEA. She started at RCEEA as a 1:1 instructional aide before becoming a teacher and department chair. She has received RCEEA's Teacher of the Year distinction twice, 2023 and 2025. Outisde of leading with love, honesty fairness, and a student-first approach, Ms Brown has proudly served as Highland Springs High Schools'  Flag & Baton-Majorette Coach for 20+ years.

Maurice Burton - Principal, RCEEA                                                                        Maurice Burton began his journey of lifelong learning in Richmond Public Schools, beginning with Pre-K at JEB Stuart and graduating from Huguenot High School in 1995. After earning his B.S. in Biology from Old Dominion University, Maurice Burton began his teaching career at a residential facility for children. It was there he discovered a love for students with disabilities and mental health needs. In 2005, he returned to his hometown as a special education teacher at Thompson MS. He subsequently served in various central office positions in Henrico County and Richmond City. In 2013, he was named principal of the newly formed Richmond Career Education and Employment Academy (RCEEA), a public charter school for students with disabilities.

Monica Murray - Principal, JMHS                                                                   Monica Murray is a dedicated education professional with a passion for fostering student and staff success through the mastery of learning, the cultivation of meaningful relationships, and the delivery of timely feedback to optimize student engagement. With a career marked by a commitment to educational excellence, Monica has consistently demonstrated her ability to create environments that promote growth and achievement.

Emily Stanford - ICC, TJHS                                                                                          Dr. Emily Stanford serves as the Instructional Compliance Coordinator at Thomas Jefferson High School. Her career in education spans 25 years; first in a classroom for students with Intellectual Disabilities and then through the ranks of school and district level leadership in Special Education. She has worked enthusiastically and collaboratively with team members from community agencies in the Greater Richmond area and has developed expertise in behavior modification for schools and individuals, transition for youth with disabilities, and inclusion of all students into the fabric of our community.
